EU Lays Groundwork to File Antitrust Charges Against Google: Report

Europe's competition regulator is preparing the groundwork to file charges against Google Inc in the antitrust investigation over the next few weeks, the Wall Street Journal reported on Wednesday, citing a person familiar with the matter.
The European Commission is asking companies that filed complaints against Google for permission to publish some of the information they submitted confidentially, the Journal said, citing several people familiar with the requests.
Antitrust experts said the requests were a strong indication that formal antitrust charges were being prepared in the case, the Journal said.Google was not immediately available to comment.
The U.S. search giant has been engaged in a five-year-old antitrust investigation with the European Union that has stalled multiple times and caused a political uproar.While European Union lawmakers overwhelmingly backed a motion in November urging anti-trust regulators to break up Google, the U.S. Mission to the European Union had suggested that politicians should not influence the inquiry.
A panel of experts appointed by Google to advise it on how to implement EU's "right to be forgotten" ruling, had suggested in February that the links be removed only from websites in Europe.

Internet Users Have Inflated Opinion of Own Knowledge Base: Study

Procuring information from the Internet also has a startling effect on our brains - we feel a lot smarter than we actually are, says a new study.
In nine different experiments with more than 1,000 participants, psychologists found that if subjects received information through Internet searches, they rated their knowledge base as much greater than those who obtained the information through other methods."The Internet is such a powerful environment, where you can enter any question, and you basically have access to the world's knowledge at your fingertips," said lead researcher Matthew Fisher from Yale University.
"It becomes easier to confuse your own knowledge with this external source. When people are truly on their own, they may be wildly inaccurate about how much they know and how dependent they are on the Internet," he added.
In one experiment during the study, published in the Journal of Experimental Psychology, people searched online for a website that answers the question, "How does a zipper work?"The control group received the same answer that they would have found online, but without searching for it themselves.
When later asked how well they understood completely unrelated domains of knowledge, those who searched the Internet rated their knowledge substantially greater than those who were only provided text.

Centre Working on IT Act Law Along the Lines of Section 66A: Fadnavis

Maharashtra Chief Minister Devendra Fadnavis on Wednesday said that the Centre is working on formulating a new law under the IT Act, on the lines of Section 66A that was struck down recently by the Supreme Court.
Fadnavis was replying to Shiv Sena MLC Neelam Gorhe, who asked whether the state will frame a new law in place of Section 66A that would compensate for the repercussions on the Supreme Court order.
"Under the previous law, an accused could be put behind bars if he made objectionable comments on somebody. After this law was struck down, these miscreants will now get teeth to continue doing this. Will the state government formulate a law in line with the previous law?" Gorhe asked.
Fadnavis said that there is no need for the state government to frame a new law as the central government is already working on it."The Centre is working on formulating a new law on the lines of Section 66A that was struck down by the Supreme Court. There was no conviction in the previous law and thus a law is being formulated that will be strong and which will result in convictions," the chief minister said.While there were 937 registered cases under the IT Act in 2013, the number rose to 2,696 in 2014, he said.

Facebook Launches Riff, a Collaborative Video Making App for Android and iOS

Facebook Creative Labs on Wednesday launched a free app called Riff, which also happened to be April Fools' Day. The app can be used to make videos with friends.
Users can shoot up to 20 seconds of video using Riff and add tags like "Make a funny face" or "April Fools" to let others know what kind of videos they can add to the original 20-second video. Once the creator's friends add videos, it can be viewed by their friends' friends who can also then add their 20-second videos, thus converting a small video in to a large project. The videos can be shared on Facebook and on the Web. Popular Riff videos will be showcased on the apps home page as well.
"The potential pool of creative collaborators can grow exponentially from there, so a short video can become an inventive project between circles of friends that you can share to Facebook, or anywhere on the internet, at any time," says Facebook Product Manager, Josh Miller. A demo video made by the firm can be viewed here.
The Riff app by Facebook only shows a 3-2-1 countdown before users can shoot a video. Unfortunately, the app does not support video uploads from the device for now. Also, there is no 'like' or 'comments' feature in the app, nor any editing features. Users can also fast-forward through a clip in case they don't find it interesting.
The original creators of the videos can also moderate threads and can delete clips they don't like in the app. Anyone on Riff can report any specific clip or the whole video as offensive. The app is available for both Android and iOS platforms via Google Play and App Store in 15 languages: English, Spanish, Portuguese, French, Italian, Thai, Vietnamese, Japanese and Polish. While the app weighs 4.2MB for Android and is compatible with devices running Android 4.3 and later versions, it weighs 8MB for iOS and is compatible with devices running iOS 8.0 and later versions.

Coding Website Says an Attack, Probably by China, Has Ended

One of the world's great coding libraries is safe, for now.GitHub, a site that hosts code for programmers, said on Tuesday that a major attack, which seemed to come from the Chinese government, had subsided.
For nearly five days, GitHub was overwhelmed by traffic that security experts said originated from the Great Firewall, a term used to describe China's Internet censorship mechanisms. The attack was a change in the behavior of the filters that block Chinese Internet users from viewing foreign websites deemed sensitive or destabilizing.
Instead of simply blocking sites, the Great Firewall began redirecting traffic heading for China and beaming it at GitHub, most likely with the intention of overloading the site. Known as a distributed denial of service, the attack targeted sites hosted by GitHub that linked to sites blocked in China, including that of The New York Times.
It is unclear why the attacks stopped, but analysts said the episode represented a dangerous change in strategy that threatened free speech online. Instead of simply blocking traffic from entering China, the new approach aggressively went after foreign sites deemed objectionable by Beijing.
On Wednesday, President Barack Obama authorized financial sanctions against malicious overseas hackers and companies that knowingly benefit from online espionage. Long in the works, the new policy by Obama was most likely not intended to address attacks like the one on GitHub. Nonetheless, the episode could become a new issue in an already tense relationship between the United States and China over online attacks.

Outlook Update for Android and iOS Adds Unified Address Book and More

Microsoft on Wednesday updated its Outlook email apps for the Android and iOS platforms with a list of new features like unified address book and search directory, apart from Calendar improvements and more.
The updated Microsoft Outlook apps for Android (version 1.1.5) and iOS (version 1.1.3) are available for download via their respective app stores.First up is the new People section, which is now a complete address book. Microsoft has replaced the lightweight "top contacts" view with a unified view or user contacts from all email accounts.
With the update, users will now be able to view contact information, launch a new email, start a phone call or map its location just by selecting the contact. Additionally, Outlook now also provides quick-click shortcuts to easily find all the emails, meetings and files shared with the contact.

Now Run Android Apps in Google Chrome for Windows, Mac, Linux, Chrome OS

Google back in September introduced the first set of Android apps for Chrome OS via its App Runtime for Chrome (popularly known as ARC) in Beta. Now, the company is taking the ARC that is still in beta to the next level as it can allow Android apps to run (to some extent) on desktops.
Google has launched a new Chrome extension named ARC Welder, which is now available via Chrome Web store, and it can run (or test) any Android app within the Chrome browser.

The search engine giant stresses that the new Chrome extension release is primarily focused on developers to test their apps on Chrome OS. It's worth mentioning that the while move might be targeted for developers to test the apps for Chrome OS; though it allows most Android apps to run on desktops such as Windows, Mac, Linux as well as Chromebooks.
Android Police points out, "It runs Android software at a speed that's close to native inside of a sandboxed Dalvik virtual window." Considering that ARC is still in beta, Google is referring to this release as a Developer Preview.
Google details how to get started steps for developers to test or run Android apps on Chrome OS via the ARC Welder Chrome extension, which unfortunately requires the apk (Android application package) file of an app. Users can find the signed-apks for most of their favourite apps on third-party hosting sites like Apkmirror. To test or run an Android app, one will have to attach the apk file to ARC Welder and launch the app.

China Rounds Up More Than 1,000 in Online Gambling Bust

Chinese police have rounded up more than 1,000 people involved in an online gambling network, freezing bank accounts worth about CNY 330 million ($53 million, roughly Rs. 329 crores), state news agency Xinhua said.
The suspects were detained in a sweep from June to December last year and 570 people have been put in formal detention, Xinhua said late on Wednesday, citing police in the southern province of Guangdong.
The group was led by two men from Guangdong's Shantou city, who built around 200 gambling websites mostly using servers based in Thailand, the report said.Hundreds of people were detained last year in the southern city of Dongguan, which lies close to Hong Kong, in a crackdown on prostitution and gambling dens.
Gambling is largely banned in China, apart from in the self-administered former Portuguese territory of Macau, although there are Chinese government-run sports and welfare lotteries.Gambling revenue in Macau plummeted 39 percent in March, the second worst on record, as Chinese President Xi Jinping's campaign against corruption kept high-rollers away.

Apple's Music Streaming Plans Being Probed by EU Regulators: Report

The European Commission is scrutinising Apple Inc's dealings with record labels and digital music companies to find if they are trying to unfairly limit free, ad-supported rivals, the Financial Times reported citing people familiar with the matter.
The commission has sought details from several music labels and digital streaming companies on their agreements with Apple, as the iPhone maker gears up to launch its own music streaming service this summer, the report said.
The Commission is concerned that Apple would use it size, influence and relationships to get music labels to abandon rivals like Spotify, which rely on licensing with music companies for their catalogue, the FT said.
Gathering information is only the first step towards the probe, but if the European Commission - EU's top antitrust authority - finds any wrongdoing, it may require changes in business practices and impose hefty fines, the paper reported.
Representatives of Apple and the European Commission could not be immediately reached for comment.
Last year, Apple was fined $450 million (roughly Rs. 2,797 crores) over allegations of conspiring with five publishers to raise e-book prices.
